Document the format of the DAT file

Spectra

FITS binary table files to give the spectra.
Columns, header, etc.

Ingest of spectra in to format needed for this package.
Merge spectra and put on a common wavelength grid.

IUE example?  Large + Small aperture observations give higher
dynamic range.
